The One Safe Place by Tania Unsworth

Devin has just buried his grandfather, and left the hidden oasis of their farm for the sun-baked, drought-ridden outside world.  He wanders the big city for help, and befriends Kit, who teaches him how to survive.  The two meet Roman, who takes them to a place where food, water and fun are plentiful.  Devin soon feels uneasy: some of the children act very strangely, the place is surrounded by a force field, and elderly visitors watch the children play.

This world is a pretty bleak place with lots of obstacles and hardships.  The children are interesting and have different back stories, problems and personalities.  A different type of dystopian-science fiction mix.
