Half A World Away by Cynthia Kadohata

Jaden is an angry 12-year-old.  Abandoned by his mother at 4 and adopted from Romania at 8, he never fully connects with his American parents.  Jaden is fascinated by electricity, which always relaxes him.  A series of doctors has tried to stop Jaden from setting fires, hoarding food, lying and stealing.  When his family flies to Kazakhstan to adopt a baby, how will Jaden cope with all the changes?

I stayed up for hours reading this book.  It's a very realistic view of a difficult but fascinating situation.  The scenes in Kazakhstan are sad but  also uplifting in their clarity and acceptance.
